  1. Boil the jumbo pasta shells until they are al dente, then drain and let them cool slightly.
  2. Melt butter in a large skillet and sauté the minced garlic until it becomes fragrant.
  3. Add the ground beef to the skillet and cook until browned, then drain any excess fat.
  4. Mix in the garlic powder, onion powder, Italian seasoning, and red pepper flakes.
  5. Lower the heat and stir in the heavy cream, softened cream cheese, and 1 cup of the mozzarella until the mixture is smooth.
  6. Stuff the beef mixture into the cooked pasta shells and place them in a greased baking dish.
  7. Sprinkle the remaining mozzarella cheese over the top.
  8. Bake at 350°F for 20 to 25 minutes until the cheese is bubbly and golden.
  9. Garnish with chopped parsley before serving.
Variations: You can mix cheddar with the mozzarella, add chopped spinach to the beef, or use ground turkey instead.
